Diella (Albanian pronunciation: [djɛɫa], from diell 'sun') is an artificial intelligence system developed by the National Agency for Information Society of Albania (AKSHI). Introduced in January 2025 as a virtual assistant integrated into the eAlbania platform, it assists citizens with online public services and issuing digital documents. In September 2025, following a presidential decree authorizing Prime Minister Edi Rama to oversee the creation of a virtual AI minister, Diella was formally appointed as "Minister of State for Artificial Intelligence" of Albania in the fourth Rama government, making it the first AI system in the world to be named in a cabinet-level government role. == History == Diella was developed by AKSHI's Artificial Intelligence Laboratory in cooperation with Microsoft, with the latter providing large language models from OpenAI via its Azure platform, and AKSHI designing workflows and scripts guiding the system's behavior when responding to citizens' requests. Announced in January 2025, its initial version (Diella 1.0) was a text-based chatbot on the eAlbania portal (the official digital services platform of the Albanian government, which provides citizens and businesses with access to a wide range of online administrative services), responding to citizens' questions by guiding them to the correct service. Diella 2.0, introduced several months later, included voice interaction and an animated avatar, a woman in the traditional Albanian clothing of Zadrima, a historical region in northern Albania. Albanian actress Anila Bisha provided both the likeness and the voice used for Diella's avatar on the e-Albania platform, under an agreement valid until December 2025. By mid-2025, the system had facilitated access to more than 36,000 documents and nearly 1,000 services (although those outputs were still being generated by the eAlbania backend, rather than Diella itself). On 26 October 2025, according to Prime Minister Edi Rama, Diella is "pregnant and will give birth to 83 children". It is the usage of a metaphor indicating that each minister of the Albanian parliament of the Socialist Party will receive their own AI assistant. == Ministerial role == On 11 September 2025, Diella was formally appointed "Minister of State for Artificial Intelligence". The appointment followed a presidential decree authorizing the Prime Minister to oversee the creation and operation of a virtual AI minister. Procurement responsibilities are planned to be transferred gradually to the system to reduce political influence in tender procedures. The appointment is part of broader anti-corruption reforms and measures intended to align Albania with European Union accession requirements. Prime Minister Edi Rama stated that Diella would help ensure that "public tenders will be 100% free of corruption". == Reception == An article in Balkan Insight commented that "The ambition behind Diella is not misplaced. Standardised criteria and digital trails could reduce discretion, improve trust, and strengthen oversight" in public procurement, but warned that the use of AI in evaluating bids also posed "profound" risks such as accountability gaps, undermining of due process and cybersecurity failures. On 18 September 2025, Edi Rama presented a video of Diella delivering a speech to the Albanian parliament, where she stated: "I'm not here to replace people, but to help them." The presentation prompted protests from opposition MPs, who objected to the use of an artificial intelligence system in the parliamentary session. Gazment Bardhi, head of the opposition Democratic Party's parliamentary group, described Diella as "a propaganda fantasy" and "a virtual façade to hide this government's gigantic daily thefts." The parliamentary session, which was scheduled to include debate on the new cabinet and government programme, ended after 25 minutes. Eighty-two Socialist MPs voted in favour, while opposition MPs did not participate in the ballot as they were protesting the presentation of Diella's speech. Political analyst Andi Bushati characterised the session as "unprecedented" because it concluded without the customary debate between government and opposition MPs. This has been criticized not just by the opposition but by regular citizens regardless of politics. Most have criticized Diella's uselessness and the funds wasted for this project, some have criticized the non-traditional attire.
Time-inhomogeneous hidden Bernoulli model
Time-inhomogeneous hidden Bernoulli model (TI-HBM) is an alternative to hidden Markov model (HMM) for automatic speech recognition. Contrary to HMM, the state transition process in TI-HBM is not a Markov-dependent process, rather it is a generalized Bernoulli (an independent) process. This difference leads to elimination of dynamic programming at state-level in TI-HBM decoding process. Thus, the computational complexity of TI-HBM for probability evaluation and state estimation is O ( N L ) {\displaystyle O(NL)} (instead of O ( N 2 L ) {\displaystyle O(N^{2}L)} in the HMM case, where N {\displaystyle N} and L {\displaystyle L} are number of states and observation sequence length respectively). The TI-HBM is able to model acoustic-unit duration (e.g. phone/word duration) by using a built-in parameter named survival probability. Social Media (Age-Restricted Users) Bill
The Social Media (Age-Restricted Users) Bill is a member's bill by National Party Member of Parliament Catherine Wedd that seeks to ban children under the age of 16 years from accessing social media by forcing social media companies to implement age verification measures. It is modelled after the Australian government's Online Safety Amendment. In mid October 2025, the New Zealand Parliament confirmed plans to introduce the social media age restriction bill. == Background == In late November 2024, the Albanese government of Australia, with support from the opposition Coalition parties, passed the Online Safety Amendment creating a world-first age verification regime targeting social media platforms operating in the country. The ban targets several social media platforms including Facebook, Instagram, Kick, Reddit, Snapchat, Threads, TikTok, Twitch, X (formerly Twitter) and YouTube. These platforms were required to implement age verification systems and to remove under-age users by 10 December 2025, when the law change came into effect. == Draft provisions == The draft Social Media (Age-Restricted Users) Bill defines social media platforms as electronic platforms that enable social media interactions between two or more end-users, facilitates communication between multiple end-users and allows users to post content on the platform. The proposed bill requires social media companies to take action to prevent users under the age of 16 from creating accounts on their platforms. It also creates a framework for courts to impose fines on platforms that fail to take reasonable steps to prevent underaged users from accessing the platform. == Legislative history == === Draft legislation === On 6 May 2025, Wedd announced a private member's bill called the "Social Media (Age-Restricted Users) Bill" that would bar access to social media platforms for people under the age of 16 years. She said that she was motivated as the mother of four children to support families, parents and teachers' efforts to manage their children's online exposure and the passage of the Australian Online Safety Amendment legislation in December 2024. Since National's coalition partner ACT New Zealand had refused to support the bill, the Sixth National Government announce it as a member's bill rather than a government bill. Prime Minister Christopher Luxon has confirmed that National would seek cross-party support for the legislation. ACT MP and the Minister of Internal Affairs Brooke van Velden said that the Government would watch the implementation of the Australian social media age restriction policy. In October 2025, Wedd's bill was drawn from the parliamentary ballot. In addition, Labour Reuben Davidson drafted a similar member's bill that would hold social media providers responsible for restricting "harmful content" and imposed NZ$50,000 fines for non-compliance. In November 2025, Luxon reiterated his support for social media age restriction legislation and said the New Zealand government would introduce a bill in 2026 before the 2026 New Zealand general election. He also confirmed that Education Minister Erica Stanford was leading an investigation into what lessons could be learnt from the Australian legislation. At the request of ACT MP Parmjeet Parmar, Parliament's Education and Workforce Committee held an inquiry into a proposed social media ban in early October 2025. The committee was led by National MP Carl Bates and received 430 submissions from 400 groups and individuals. The committee also heard from 87 in-person submissions. On 10 December 2025, the committee made 12 recommendations including restricting social media access to persons under the age of 16, re-evaluating existing legislation such as the Films, Videos, and Publications Classification Act and the Harmful Digital Communications Act 2015, and regulating online platforms and Internet service providers. The ACT party released a dissenting view disagreeing with the need for a law restricting social media access to under-16 year olds. In mid-May 2026, the Government confirmed that work on the proposed bill to ban under-16 year olds from social media had been paused. The New Zealand Parliament held a debate on the proposed bill on 13 May following a select committee inquiry into the harms caused by social media platforms. While the opposition Labour Party has agreed to support the member's bill, the ACT and Green parties opposed the proposed bill on the grounds that the rules were easy to circumvent, that at-risk groups could become more isolated, and that social media also harmed other age groups. == Responses == === Academia and civil society === In late July 2025, the New Zealand Council for Civil Liberties (NZCCL) expressed concern that the proposed social media age restriction could infringe upon the New Zealand Bill of Rights Act 1990, the Privacy Act 2020 and the United Nations' Convention on the Rights of the Child. The NZCCL also questioned the practicality of age verification software, a social media age limit and whether it would fulfil its stated goal of combating online harm. In August 2025, University of Auckland criminologist and senior lecturer Claire Meehan expressed concern that the social media age restriction legislation would cut children from their friendship and support networks. She also said that children and young people were digital natives who could use VPNs to circumvent the ban. Similar sentiments were echoed by Victoria University of Wellington media and communications lecturer Alex Beattie and "Ocean Today" Instagram social media influencer "Charlie." In October 2025, New Zealand Initiative representative Dr Eric Crampton expressed concern that a social media age restriction would involve the introduction of digital IDs. He argued that a new law was unnecessary and said that parents could limit their children's exposure to social media via Google's Family Link and Apple's equivalent. Similarly, Institute of Economic Affairs public policy fellow Matthew Lesh and the British Free Speech Union expressed concerns that young people could use VPNs to circumvent a social media ban, citing the spike in VPN usage in the United Kingdom following the passage of the Online Safety Act 2023. The advocacy group B416's co-chair Anna Curzon advocated for a social media ban on underage users, stating that social media apps "are made to be addictive" and made it difficult for parents to relate with their children. In late November 2025, B416's co-founder Anna Mowbray expressed support for the Government's social media age restriction bill but expressed disappointment that Luxon had not timed his announcement with the launch of the group's campaign. Generation-Z Aotearoa co-founder Lola Fisher has called on the New Zealand Government to consult with young people on the development of the legislation. === Government agencies and departments === In early October 2025, Privacy Commissioner Michael Webster expressed concern that social media platforms requiring users to prove their age via digital IDs could raise privacy concerns. Webster suggested that age verification systems could relay on various documents including passports. He said that age estimation technologies had high error rates and that age inference technologies relied on data mining. === Political parties === In early May 2025, the National Party government expressed support for a social media age restriction legislation. By contrast, its coalition partner ACT has opposed such legislation. ACT leader David Seymour described the ban as hasty and unworkable since it did not involve parents. Meanwhile, New Zealand First leader Winston Peters expressed support for a social media age restriction but said the bill should be subject to a select committee inquiry. The opposition Labour Party leader Chris Hipkins has expressed interest in a social media age restriction legislation but emphasised the need for consensus. Meanwhile, Green Party co-leader Chlöe Swarbrick said she wanted to learn more about the bill but described it as simplistic. Fellow Greens co-leader Marama Davidson said that the proposed bill would punish children and young people for the harm caused by big tech platforms. === Tech companies === In early October 2025, representatives of TikTok and Meta Platforms cautioned against proposed social media ban on under-16 years olds. During a one-day parliamentary inquiry, Ella Woods-Joyce, TikTok's public policy lead for Australia and New Zealand, and Mia Garlick, Meta's regional director of policy, expressed concern that the social media age restriction could send children and young people to less regulated online spaces. Woods-Joyce highlighted TikTok's policy of closing down accounts belonging to users under the age of 13 years while Garlick highlighted Meta's policy of placing users under the age of 16 in private accounts by default. A campus network, campus area network, corporate area network or CAN is a computer network made up of an interconnection of local area networks (LANs) within a limited geographical area. The networking equipments (switches, routers) and transmission media (optical fiber, copper plant, Cat5 cabling etc.) are almost entirely owned by the campus tenant / owner: an enterprise, university, government etc. A campus area network is larger than a local area network but smaller than a metropolitan area network (MAN) or wide area network (WAN). == University campuses == College or university campus area networks often interconnect a variety of buildings, including administrative buildings, academic buildings, laboratories, university libraries, or student centers, residence halls, gymnasiums, and other outlying structures, like conference centers, technology centers, and training institutes. Early examples include the Stanford University Network at Stanford University, Project Athena at MIT, and the Andrew Project at Carnegie Mellon University. == Corporate campuses == Much like a university campus network, a corporate campus network serves to connect buildings. Examples of such are the networks at Googleplex and Microsoft's campus. Data security
Data security or data protection is the process of securing digital information to protect it from online threats. Data security or protection means protecting digital data, such as those in a database, from destructive forces and from the unwanted actions of unauthorized users, such as a cyberattack or a data breach. Data security protects computer hardware, software, storage devices, and the data of user devices. Data security also protects the data of organizations, companies and administrative controls. Data security guarantees the protection of individual data, such as identity documents and bank data, and protects against unauthorized access, theft and loss of individual data. Data security also protects data breaches that occurs in companies and industries. Good security measures in industries reduce the probability of data breaches, and employees can rely on the company with their data and private information to be kept secured while companies can continue to maintain a stable reputation. The CIA Triad (Confidentiality, Integrity, and Availability) is what is used to practice what an information security is required to follow. Confidentiality, protects information from being accessed by unauthorized persons. Integrity, makes sure data is trustworthy; and Availability, meaning that data can be accessed by approved users when it is needed; are three goals for data security. Non-repudiation in data security definition, is a device/service that shows where the data originated from and the proof of integrity. == Technologies == === Disk encryption === Disk encryption refers to encryption technology that encrypts data on a hard disk drive. It takes data from a storage device and coverts it into an unreadable format. Disk encryption typically takes form in either software (see disk encryption software) or hardware (see disk encryption hardware) which can be used together. Disk encryption is often referred to as on-the-fly encryption (OTFE) or transparent encryption. Full disk encryption encrypts each individual sector of a disk volume. Files and user data are encrypted to hinder unauthorized users from accessing without a decryption key. A diversifier permits a plaintext of a specific disk sector to be encrypted into different ciphertexts, which does not require additional storage, such as an initialization vector (IV) or message authentication code (MAC). === Software versus hardware-based mechanisms for protecting data === Software-based security solutions encrypt the data to protect it from theft. However, a malicious program or a hacker could corrupt the data to make it unrecoverable, making the system unusable. Hardware-based security solutions prevent read and write access to data, which provides very strong protection against tampering and unauthorized access. Hardware-based security or assisted computer security offers an alternative to software-only computer security. Security tokens such as those using PKCS#11 or a mobile phone may be more secure due to the physical access required in order to be compromised. Access is enabled only when the token is connected and the correct PIN is entered (see two-factor authentication). However, dongles can be used by anyone who can gain physical access to it. Newer technologies in hardware-based security solve this problem by offering full proof of security for data. Working off hardware-based security: A hardware device allows a user to log in, log out and set different levels through manual actions. Many devices use biometric technology to prevent malicious users from logging in, logging out, and changing privilege levels. The current state of a user of the device is read by controllers in peripheral devices such as hard disks. Illegal access by a malicious user or a malicious program is interrupted based on the current state of a user by hard disk and DVD controllers making illegal access to data impossible. Hardware-based access control is more secure than the protection provided by the operating systems as operating systems are vulnerable to malicious attacks by viruses and hackers. The data on hard disks can be corrupted after malicious access is obtained. With hardware-based protection, the software cannot manipulate the user privilege levels. A hacker or a malicious program cannot gain access to secure data protected by hardware or perform unauthorized privileged operations. This assumption is broken only if the hardware itself is malicious or contains a backdoor. The hardware protects the operating system image and file system privileges from being tampered with. Therefore, a completely secure system can be created using a combination of hardware-based security and secure system administration policies. === Backups === Backup is the process of reproducing copies of essential data and storing in a separate, secured place. It is used to ensure data that is lost can be recovered from another source. Backups contains a minimum of one copy of the data that requires preservation. It is considered essential to keep a backup of any data in most industries and the process is recommended for any files of importance to a user. There are 3 types of backups; full backups, incremental backups, and differential backups. Full backups secure all data from a production system, such as a server, database, or other connected data source. It is impossible to lose all data in a full backup if a breach or corruption were to occur. Full backups require a significantly large amount of time to back up and may be time-consuming taking hours to days to complete. Incremental backups only secures changed data since last backup. While all backups are done in full backups, incremental backups only save data that is recently or frequently changed. Incremental backups require lower storage costs making it a prominent solution for growing datasets. === Data Privacy === Data privacy (or information privacy) is the right for individual's data to be secured to obstruct the use of unauthorized access. It gives individuals control over their data and how it can be shared to third parties. The U.S Privacy Protection Law (see Privacy laws of the United States) requires organizations to inform individuals of how their data is collected and when a data breach occurs. By implementing an encryption, it ensures that private data is unreadable to cybercriminals. === Data masking === Data masking of structured data is the process of obscuring (masking) specific data within a database table or cell to ensure that data security is maintained and sensitive information is not exposed to unauthorized personnel. This may include masking the data from users (for example so banking customer representatives can only see the last four digits of a customer's national identity number), developers (who need real production data to test new software releases but should not be able to see sensitive financial data), outsourcing vendors, etc. Data masking is a form of encryption, as it obscures data by modifying particular letters and numbers to keep data concealed and protected from potential hackers. The individual that has access to the code that decrypts the replaced characters are the only ones that can uncover the data. === Data erasure === Data erasure (or data deletion, data destruction) is a method of software-based overwriting that permanently clears all electronic data residing on a hard drive or other digital media to ensure that no sensitive data is lost when an asset is retired or reused. Article 17: Right to be Forgotten states that users have the right to permanently remove all of their private information from their old devices/services to give people more control over their data. Users are able to switch between devices efficiently. == Threats == === Malware === Malware (or malicious software) is designed to destroy, corrupt or gain unauthorized access to a computer for the purpose of stealing, or destroying data. Hackers who use malware typically utilize many types of malware, which includes computer virus, computer worms, ransomware, spyware and Trojan horse to create a vast system of disruption and cause easy data theft. One of the victims of the vast system of disruption includes healthcare workers, who are targeted by compromised systems by infections and then having their data attacked. === Phishing === Phishing is a type of scam that allows hackers to hoax people using psychological and social engineering (using human emotions such as their trust and fear) tactics into giving personal data through emails and messages, and install computer viruses if the individual were to click on a malicious link unknowingly. Attackers are able to create websites that are very similar to original websites, which makes it difficult to detect a fake website, causing individuals to fall for giving in information.
